Uttarakhand today announced its first resettlement and rehabilitation policy for hydel projects. It claimed the policy was the best in the country.
At a meeting of the Cabinet here, presided by Chief Minister Vijay Bahuguna, the government decided it would provide Rs 2 lakh a hectare for the development of the fallow compensatory land, which is given in lieu of the land acquired.
Chief Secretary Subhash Kumar said the government would provide a minimum of Rs 10 lakh to each affected family in case more than 70 per cent of the land is acquired in the border areas. The compensation would be Rs 5 lakh in case the acquisition of land is more than 50 per cent of the total land of a family in the border areas.

For the acquisition of buildings, the compensation will be given according to the latest tariffs of the PWD department. For shopkeepers, 25 sq meter shops will be given in the new markets which are developed in the areas, otherwise a lump sum of Rs 20 lakh will be given.
For the displacement of a BPL family, the compensation will be in terms of 50 sq meter plot at urban area or 100 sq meter plot in rural areas.
For small artisans, traders and self-employed people, who are displaced, they will get Rs 50,000 as a lump sum compensation and also, another Rs 50,000 for the development of new units. Tenants will also get some compensation, Kumar said. The disabled, widows and the orphaned will also get a pension of Rs 1000. The government is also going to provide an incentive of 10 percent of the total compensation to all those affected people whose claims are settled without any litigation.
