Alan Miller is team leader, Climate Change and Ozone Depletion, Global Environmental Facility (GEF), Washington DC. This $ 3 billion fund is the single largest financial mechanism under the UN Framework Convention on Climate Change (UNFCC). Before working with the GEF, he directed a research programme on global environmental issues at the University of Maryland, College Park. Miller has worked with research organisations like the World Research Institute and the American Environmental Association. Recently in New Delhi for the UN Conference of Parties-8, Miller spoke to Anil G Jacob on the challenges faced by the GEF and the contentious politics of working in the international arena. Excerpts.
