Meena Gupta, head and dissenting member of the panel appointed by the Union ministry of environment and forests to probe different issues relating to the Posco project in Orissa, says the three other members went beyond the committee’s terms of reference.
“They wished to assess not merely the clearances granted but the clearances per se,” Gupta said in a letter dated yesterday to Union environment minister Jairam Ramesh.
“Efforts were made to prepare a single report but no agreement could be reached on how the different views should be incorporated. I wanted my views to be incorporated as a minority view in different places in the report, not as a dissent note. Therefore, in the end, we decided to prepare two separate reports,” she says in the letter.
