Three companies -- BHEL, Larsen & Toubro and Chinese firm Dong Fang had submitted final price bids.
Meanwhile, an Odisha state government said BHEL seemed to have emerged as the lowest bidder for the project.

"It appears that BHEL is the winner...We have received the price bids and would evaluate other related things and then officially announce the winner on November 23," the official said.

The project is being executed Odisha Power Generation Corporation Ltd (OPGCL).

It also plans to add two more units of 660 MW each soon.
Four companies -- BHEL, Larsen & Toubro, Dong Fang and BGR Energy had submitted initial bids for this OPGCL project.

"But BGR Energy did not submit the price bid for this contract," the official said without disclosing the reasons.
The price bids or the final bids for the contract were opened on November 9.
