CSPGCL's incomplete projects yield Rs 1,245 cr loss

The Chhattisgarh State Power Generation Company Limited (CSPGCL) failed to complete four power projects in the state in time resulting in generation loss valued at Rs 1245.19 crore.

The four power projects of the company could not be completed in time and there was delay ranging from eight to 36 months, said Purna Chandra Majhi, accountant general (audit), Chhattigarh, while releasing the report of the Comptroller and Auditor General (CAG) of India, that was tabled in the Chhattisgarh legislative assembly today.

The report for the year ended 31 March, 2010, said that there were deficiencies in project planning and formulation.

The erstwhile Chhattisgarh State Electricity Board had taken up the (1320 Mw) Bhaiyathan thermal power project without obtaining forest clearance from the ministry of environment and forest.

Due to this, the implementation of the project became uncertain resulting in blocking up of Rs 66.50 crore, the CAG report said.

Further, the board established a co-generation plant at Kawardha without assessing the availability of requisite fuel.

This resulted in operation loss of Rs 12.61 crore.

The report added that one hydro-electric and one thermal power project planned by the company could not be started due to non-fulfillment of stipulated conditions of initial clearances, lack of vigorous persuasion and selection of disputed land for the project.
