Mumbai-based Dollex Industries Ltd has said its Rs 450 crore investment plan to set up three ethanol plants is getting delayed due to official red tape.

Speaking to Business Standard, company Chairman Mahmood Khan said, “Senior bureaucrats are not taking interest in the allotment of land for our three proposed plants in Tendukheda (district Narsinghpur), Jhabua and Rehli (both in Sagar district). We had applied for land allotment on June 22 last year to the Narsinghpur district collector.”

With a crushing capacity of 2,500 tonnes crushed per day (TPD), the plants will be based on new technology and run for 11 months in a year.

In a letter (a copy is available with Business Standard) to MP Chief Minister Shivraj Singh Chouhan, the company has said it has completed all formalities for the allotment of land in Jhabua district “but the Jhabua collector is keeping the file unnecessarily with him for a long time. We have met the collector several times but he never assured action.”

Khan also said another group company Daizy Agrotech Pvt Ltd had signed an MoU for jatropha plantation in district Dhar. “This case awaits Project Implementation and Clearance Board (PCIB) nod.”

Another proposal of the company for a sugar plant at Rehli in Sagar district is also pending with the district collector of Sagar. “We have applied for mega status for the project to seek facilities, but the Trade and Facilitation Corporation (TRIFAC) has taken no action so far. We are incurring heavy losses on all proposed projects due to delay.”

When asked, Shivraj Singh Chouhan said, “He will look at the complaint if it comes to him.” The company has proposed two other sugar plants, one in Jhabua district and the other in Narsinghpur district, while another plant will come up in Rehli in Sagar district.

The company signed two deals with the state government earlier at an "Agri Business Meet" last year.

However, the slow process of transfer of land has delayed the company’s projects. The company has asked for 200 acres for each unit on lease. The company will also share 13 Mw generated through each project.
