Firms unable to use effluent treatment plant

The Common Effluent Treatment Plant (CETP) at Focal Point, Ludhiana, constructed for the treatment of effluents of dyeing and electroplating units is acting as a white elephant for the Punjab Small Industries Export Corporation as none of the industrial units are getting their effluents treated there.
 
CETP was constructed in 2004 by the PSIEC at a total expenditure of Rs 3.68 crore, in a plot measuring 5,000 square yards. It has a running cost of more than a lakh per month in terms of electricity, water and other infrastructure provided here. But all these efforts seem to be have wasted.
 
Mention CETP and allegations and counter-allegations fly between the industrialists on one hand and PSIEC authorities on the other. The industrialists allege that despite spending a huge sum on CETP, the PSIEC did not provide a separate line for the discharge of effluents.
 
Speaking to Business Standard, Chhabear Singh, president of Focal Point Phase 8 Industrial Association, said though they had a CETP, most of the industrial units were connected through the municipal sewer line.
 
He said: "CETP didn't operate even for a week. Earlier they used to say that they don't have an electricity connection and had to run CETP on a generator. But after they got one, it didn't start because the PSIEC did not give us any connections. Most industrialists had to install their own treatment plants inside their premises, bearing huge costs. "
 
He added "It's sad that despite having a CETP, we cannot use it. Those who don't have treatment plants in their premises discharge effluents in sewer lines. Industrial effluents cannot be discharged through sewer lines; they need a separate line. Hence, we cannot send effluents for treatment at CETP. The plant is a total waste of money."
 
Chhabear Singh added that at one time, PSIEC asked them to pay Rs 100 per square yard for installing the pipes and allotting connections. "Even after the industrialists agreed to pay this money, no one gave us the connections. Only a chowkidaar sits at the CETP plant "" no employee comes to the plant."
 
CETP has a capacity to cater to nearly 900 units in Focal Point area and it is specialised for effluent treatment of dyeing and electroplating units, which are polluting industries.
