Modi launched the campaign on September 25 to attract businesses from around the world to invest and manufacture in India. Industrialists in the state want the state governemnt to address issues like availability of industrial land, power, roads and other infrastructure so that the indigenous units are better equipped to not only capitalise on the central scheme, but also fend off competition from other states.
“The most important challenge for industries in Uttar Pradesh is getting industrial land, which is not readily available. This perhaps is the main reason why new industries shy away from the state,” Indian Industries Association Lucknow-chapter president Man Mohan Agarwal told the Business Standard. He said unless land was available and registered, entrepreneurs do not get loans for their projects.

Agarwal also said the land bank of Uttar Pradesh State Industrial Development Corporation (UPSIDC) was almost dry and no new industrial enclaves had been proposed. The scarce land bank is a major hurdle for the entry of micro, small and medium enterprises in the state. Leasing or buying land from existing lease holders is also an expensive proposition for entrepreneurs.
The option of setting up industrial units on agricultural land is both cumbersome and time consuming. It often takes several months and years to get clearances.
