The decade-long tussle between the Tirupur knitwear industry and the Tamil Nadu Pollution Control Board (TNPCB), seems to be finally over. The knitwear industry here has decided to implement the marine discharge systems in their plants.

The industry has submitted a proposal in this regard to the state government with more than 500 knitwear units in the region giving their consent for implementing the marine discharge system in their plants.

Marine discharge is a method through which effluent water (water along with the dyes and other chemicals) is treated and made less denser than sea water and is often discharged back into the ocean through a submarine outfall.

Commenting on their choice for marine discharge system, industrial sources in the region say that the system is more cost-efficient and easier to maintain than the earlier proposed Zero discharge system.

"It may be called as a public-private partnership initiative that will help the textile belt in Tamil Nadu (comprising Coimbatore, Erode, Perundurai, Tirupur and Karur) to overcome the ecological crisis," they said.

The total project cost is estimated to be around Rs 700 crore. An American agency, which has done a study in this regard has offered Rs 100 crore as aid. The remaining amount will be raised through the subsidies obtained from the state and central governments and from bank loans, A Sakthivel, president of Tirupur Exporters' Association (TEA), told Business Standard.

Apart from installing the marine discharge system in their plants, the units would also install an electronic display system to ensure transparency in pollution control measures. The display would be bilingual (both in Tamil and English) and give details of products, permissible emission levels, effluent discharge and waste disposal. The units are also expected to link it to the online system to make the display effective and foolproof.

Tirupur exports knitwear products worth more than Rs 8,000 crore and provides employment to more than three lakh people.
