UP to make 4.5 mn youth job ready via PPP model

Mission would also strive for placement of at least 70% of the trained youth

Uttar Pradesh has rolled out a public-private partnership (PPP) model for augmenting the employability of 4.5 million youth of the state by 2017.

The youth selected from marginalised strata would be provided industry-specific vocational training in different fields by reputed private companies and organisations.

The government has already tied up with leading manpower and vocational training companies. Some of these include, IL&FS Education, Teamlease, Centum Learning, Don Bosco, NIFA Infocomp Services, ASSOCHAM of India, Indian Institute of Natural Resources Management, IKYA Human Capital Solutions, Care Educational and Welfare Society etc.

The training would be held under the aegis of UP Skill Development Mission (UPSDM), which has a budget of over Rs 1,400 crore.

"We have started the process of signing agreement with companies for training of candidates and the training programmes would begin from March," Mission Director and UP Special Secretary Vikas Gothalwal told Business Standard .

There are 283 training modules spanning 34 fields, such as agriculture, banking, business and commerce, electronics, fabrication, courier and logistics, hospitality, fashion designing, information and communication technology, insurance, leather, printing, retail, toy making etc.

The government is targeting to cover all 312 tehsils in 75 districts of the state. Any unemployed youth of 14-35 years with educational qualification between standard five and graduation would be eligible to register with the Mission.

While, the state is in tie-up mode with both large and small companies to provide vocational training to these youth, the government organisations like Industrial Training Institutes (ITI), polytechnics and Entrepreneur Development Institutes (EDI) would also impart training in some modules.

There is a flexi-model as well, wherein the government would sign Memorandum of Understanding with private companies. Under this model, the government has collaborated with fabric maker Raymond Limited for skill training programmes in tailoring for the marginalised youth.

The Mission would also strive for placement of at least 70 per cent of the trained youth.
