The Akhilesh Yadav-led Uttar Pradesh government has managed to get the Congress-led central government loosen its purse strings and give its approval for an allocation of Rs 77,800 crore for the state.
While Rs 57,800 crore pertains to the 2012-13 state Annual Plan (including one time grant of Rs 800 crore for Allahabad Kumbh), Rs 20,000 crore is for centrally sponsored schemes.
The Annual Plan alone is 23 per cent higher compared to Rs 47,000 for 2011-12, the highest ever hike in the state’s Annual Plan allocation.
Chief Minister Akhilesh Yadav had met Montek Singh Ahluwalia, the deputy chairman of the Planning Commission, in New Delhi on Wednesday. Ex-chief minister Mayawati, by contrast, had never attended any Planning Commission meeting during her controversial stint.
Under the Annual Plan, Rs 4,699 crore has been allotted for the agriculture sector and related services, Rs 5,924 crore for power, Rs 5,035 crore for irrigation, Rs 4,194 for transportation, Rs 7,419 crore for education, Rs 2,394 crore for public health, Rs 1,428 crore for water supply and sanitation, Rs 6,547 crore for housing and urban development. Schemes related to social security were granted Rs 7,438 crore and Rs 11,922 crore funds were allotted to other schemes.
During 2012-13, the state revenue targets has been increased by 22 per cent and pegged at Rs 63,000 crore through tax and non-tax revenue.
The state per-capita plan expenditure is quite low and below national average, while per capita central aid had also not been increasing. In last three years, the average per capita central aid at national level increased by 56 per cent, whereas in UP the increase was 22 per cent. The state per capita income is also half compared to the national figure. Yadav, according to sources, rued that the Bundelkhand financial package was insufficient.

Under the 12th Plan, the state aims an additional generation of 16,000 Mw power and increasing plant load factor to 70 per cent, while reducing aggregate technical and commercial losses to 18 per cent.
Besides, 21 solar energy power projects under PPP mode had been identified.
UP is targetting a 10 per cent growth during the 12th Plan. It is aiming industrial growth of 11.2 per cent, services growth of 11.9 per cent and agricultural growth of 5 per cent. The government is formulating new policies in all key sectors for the turnaround.
The government admits 10 per cent growth target would need investment of Rs 16.70 lakh crore comprising Rs 4.86 lakh crore and Rs 11.84 lakh crore in the public and private sectors respectively.
