Comptroller and Auditor General (CAG) of India has pulled up the civil autonomous bodies including Indian Council of Cultural Relations (ICCR), Allahabad University and Babasahed Bhimrao Ambedkar University for inadequate utilisation of resources in its latest audit report.
CAG said in its report that there was critical shortage of teaching staff and poor teacher student ratio in both the universities for the audit period 2006-2012. The audit report said that the amount of unutilised funds at the Ambedkar University, Lucknow had increased from Rs. 2.56 crore in 2006 -07 to Rs. 54.30 crore in 2011-12.
For Allahabad University the unutilized funds increased from Rs 64.80 crore to Rs 97.15 crore between 2006-07 and 2011-12, the report mentioned.
It said that ICCR incurred significant expenditure on procurement of services from private firms without following the provisions of General Financial Rules. The audit report was tabled in the parliament today.

The auditor also criticized ICCR for not preparing any annual plan of action and failing to provide adequate publicity to its scholarship scheme. CAG report also pointed out major deficiencies in the procurement process adopted by the Council.
