If the Right to Information (RTI) Act opened government statistics to the public, the United Progressive Alliance government is expected this week to take another major step to make babus answerable to the people.

The government is likely to lay the Right of Citizens for Time Bound Delivery of Goods and Services and Redressal of their Grievances Bill, 2011 in Parliament this week.

The Bill, which aims to speed up the delivery of public services such as passports and ration cards, is facing a road block as critics say two of its clauses conflict with federalism. Opposition parties, including the Bharatiya Janata Party, have already raised objections on that count, saying the Bill thrusts a Central institution on states.

The details of the Bill so far available in the public domain reveal that it requires states to enforce the Central order passed by the Central grievance redressal authority set up under the Bill.
