Haryana to draw Rs 1,275-cr CST compensation

The State Government is also trying to bring e-commerce under the ambit of tax

Haryana would get Central Sales Tax (CST) compensation amounting to Rs.1275 crore by the end of February 2014. This was informed by the Excise and Taxation Minister, Kiran Choudhry. The State Government is also trying to bring e-commerce under the ambit of tax.

Addressing the media in Chandigarh, Chaudhry said that Union Finance Minister, P Chidambaram has assured that a budget provision for the said amount of compensation has been made. Central Government would compensate the State to settle its pending claims upto the year 2010. This would further boost up the revenue collections, she added.

Choudhry indicated that real estate developers had also been brought under the ambit of tax and revenue collection of over Rs.200 crore is expected from them. Apart of this, the Government is trying to bring e-commerce as in case of ebay, OLX and others registered in Haryana under the ambit of tax. They were also liable to pay tax to the government for their commercial activities, she added.

The Minister said that despite slowdown in the economy, the department had collected tax revenue of Rs.12,524 crore upto October 2013 during current financial year which is 10.09 per cent higher as compared to the corresponding period of last year. She said that the Finance Department had given us 21 per cent higher target this year as against the actual collection of Rs.19813 crore during year 2012-13. "We are ensuring better monitoring, transparency and consistently plugging the loopholes to achieve desired results", she added.

While describing the abolition of Form VAT D-3, popularly known as ST 38, she said that was also a step forward to further liberalize trade and commerce in Haryana and it would definitely provide relief to the traders. Haryana is among few states that have taken a big step forward to give relief to the traders as well as common man. After abolition of form 38, the department would have to become more proactive to achieve the targets, she added.

Choudhry said that the process of computerisation is being carried out and the entire process of the department would be online within one-and-a- half years. It would further help in ensuring transparency and avoid any kind of harassment to anyone. She said that young officers would be deputed in this process. They would be trained so that computerization could be made effectively operational and carefully monitored.

She said that government has fixed a target of Rs 4,000 crore for excise collection as against the actual achievement of Rs 3,247 crore during last year. The department has framed a business and consumer friendly Excise Policy which will help in achieving the very high target.

The Minister said that the web-based online grievance redressal system as well as the toll free telephone service 1800-180-2017 of the department are fully functional. Till date 244 queries have been received and settled by the toll-free service. Out of eight complaints received sofar, five have been settled. A total of 340 grievances and suggestions have been received on the on-line web portal since its launch in June last. Only 53 grievances and complaints are pending till date whereas the rest of them have already been settled.
