Odisha Small Industries Corporation (OSIC), a state government undertaking, is likely to propose the Union ministry of Food Processing Industries (MoFPI) for setting up a Mega Food Park in the state.
“We have received a proposal from state MSME department for setting up a Mega Food Park by OSIC. The proposal is in conceptual stage and we are contemplating to prepare a DPR (detailed project report) soon,” said an OSIC official. There are plans to establish the food park in Jharsuguda district because of availability of land. But no concrete decision has been taken yet in this regard, added the official. The state PSU will submit consent letter to the Centre for setting up the park soon. The last date for submission of application is April 30.
Another state PSU, Odisha Agro Industries Corporation Limited (OAIC), is also keen to set up a mega food park in Koraput district.
MoFPI, which is implementing the scheme, has approved a total of 40 mega food park projects in as many as 23 states which are in various stages of implementation.
Meanwhile, Global Agri System, a premier agribusiness consulting group working exclusively for the agriculture and food sectors, has applied to the state government for appointment as Project Management Consultant (PMC) for preparation of DPR and other relevant documents for the food park. MoFPI has urged the state to send proposals in line with the amended guidelines.
Based on the experience in project implementation and feedback from various stakeholders , the existing guidelines have been revised by the ministry,” J P Meena, additional secretary, MoFPI, had written to Chief Secretary, Jugal Kishore Mohapatra.
In February this year the cabinet committee on economic affairs has approved modifications in the mega food park scheme guidelines of infrastructure development for food processing. The move is expected to benefit 6,000 farmers/producers directly and about 25,000 farmers indirectly. According to MoFPI, the estimated investment in common facilities will be about Rs 100 crore for each project, which will leverage an additional investment of about Rs 250 crore. The expected annual turnover of each park will be Rs 500 crore and in each project, about 30 food processing units are expected to be setup.

The proposals from state PSUs have come in after MoFPI allowed the state governments/state government entities/cooperatives to promote mega food park projects without the requirement of forming a special purpose vehicle (SPV) in its revised guidelines.
