Parliament productivity: A snapshot

The Lok Sabha's 2015 Budget session was the most productive in the past decade, according to independent think-tank PRS Legislative Research. The Lok Sabha had a productivity of 121 per cent, implying it did 21 per cent more work than what it had scheduled for itself at the beginning of the session. However, it must be remembered this is also the only Lok Sabha in the past decade to have a one-party majority.

But, not having a majority in the Upper House of Parliament did not mean the Rajya Sabha performed poorly. Though it did underperform compared to the Lok Sabha, there were only two previous sessions in the past decade (both in 2009) where any Rajya Sabha worked more than this one.

In the past decade, there have been 31 sessions of Parliament. Of these, the Lok Sabha had more productivity than the Rajya Sabha in only 11. Also, this is the first time since the winter session of 2010 that the productivity of the Lok Sabha has been more than of the Rajya Sabha.
