Rajkot Municipal Corporation (RMC) has decided to give unique property identification number (PID) for every the property in the city as part of urban reforms.

It has already introduced system of e-governance using IT application which include GIS (geographical information system) and MIS (management of information system) for various services.

Rajkot is the first city in Gujarat where all the city infrastructure and municipal services is being made available through GIS-MIS interface.

Under the GIS mapping taken up, every property including dwelling units, commercial and institutional buildings, falling under the jurisdiction of RMC has been surveyed and mapped such that all the information regarding the building its units was available in a database including photograph of the property.

RMC town planning officer B H Rupani said, “By using the data on a random sample basis our property tax collection has increased from Rs 120 crore per annum to Rs 160 crore in last two years, a rise of 33 percent. There would be huge gains in property tax collection once we complete the survey and ground verifications of all the properties in the city.”

Special survey squads will go door to door to further validate and finalize all data related to properties mapped through GIS. This will not only increase the coverage of properties for tax collection, but also provide details of change in use of property which in turn will help in generation of revenues for Municipal Corporation.

“Once the final validation survey is completed, each property will be given a unique identity number. This will be like a unique identity for the property”, said Rupani.
The PID number would have house number, detailed address, owner’s name, details of electricity and water connections as well as measurement of built-up and carpet area, number of floors, usage and year of construction.

RMC officials claimed that this was perhaps the most comprehensive GIS data base created in the country by any civic body, as it not only covers all properties but also has data related to trees, temporary structures and shades as well as municipal and other utilities and services.
