The Rajya Sabha Secretariat recently announced 143 vacancies for recruitment to junior parliamentary interpreter, senior legislative and assistant posts. Last date of submission of application in prescribed format is August 28, 2016, and to pay qualifying examination fees is September 5, 2016
Interested candidates for the posts of Junior parliamentary interpreter (English/Hindi), Junior parliamentary interpreter (Assamese), Junior parliamentary interpreter (Marathi), Junior parliamentary interpreter (Urdu), Translator and Junior proof reader must not be more than 30 years of age. For the remaining posts, the age of a candidate should not be less than 18 years and not more than 27 years. The age of the candidate shall be reckoned as on the closing date of submission of the online application. However, applicants belonging to reserved categories will get age relaxation according to government guidelines.

While the basic educational qualification requirement for all the post is different, the notification insists that a certificate in computer course recognised by AICTE/DOEACC or courses equivalent to 'O' level in terms of syllabus and duration of course as prescribed by DOEACC (except for the Staff car driver post) is desirable.
For the post of Junior parliamentary interpreter (English / Hindi / Assamese / Marathi / Urdu):
Candidates need to have a Master's degree in English / Hindi / Assamese / Marathi / Urdu from a recognised university or institute. They also must have an experience in translation or interpretation work in the relevant language.
For the post of Junior parliamentary reporter (Hindi / English):
Applicants need to be graduate in any discipline and have a minimum shorthand speed of 160 w.p.m. in Hindi /English.
For the post of Research Assistant:
To be eligible, candidates must possess a Master's or Bachelor's degree in any discipline from a recognised university or institute. Applicants having a degree or diploma in Library Science will be given preference.
For the post of Senior Executive / Legislative / Committee / Protocol Assistant:
Candidate needs to have a Bachelor’s degree in any discipline from a recognized university.
For the post of Stenographer (English):
Interested candidates must have completed their graduation and possessing a minimum Shorthand speed of 80 w.p.m. in English. Preference may be given to those knowing both English and Hindi stenography.
For the post of Security assistant grade-II
Bachelor’s degree in any discipline and possessing the following minimum physical standards is mandatory. Candidates with ‘C’ Certificate in NCC or sportsman of distinction who has represented a State or the country at the National or International level in sports and athletics or who has represented a University in recognized Inter-University Tournament will be given a preference.
For the post of Junior library assistant:
Candidates must have a Bachelor’s degree in Library Science.
For the post of Junior clerk (English / Hindi)
Graduates with a minimum typing speed of 40 words per minute in English / Hindi are eligible. Preference will be given to candidates with typing speed of 40 w.p.m. both in English and Hindi.
For the post of Junior clerk (Urdu)
Graduates with a minimum typing speed of 40 words per minute in Urdu are eligible.
For the post of Translator
Candidates must have a Master’s Degree in Hindi with English as a subject at the degree level; or Master’s Degree in English with Hindi as a subject at the degree level; or Master’s Degree in any subject with Hindi and English as subjects at the degree level. Diploma/ certificate course in translation from Hindi to English and vice-versa from any recognized University/ Institute is essential. Candidates with least two years experience in translation work from Hindi to English and vice-versa in Central or the State /Union Territory Government or an organization of the Central or the State/Union Territory Government or the Secretariat of the Legislature of a State/Union Territory or the Lok Sabha Secretariat or the office of a High Court or the Supreme Court of India will be preferred.
For the post of Junior proof reader
Bachelor’s degree with English or Hindi as a subject, and diploma in printing technology or PG Diploma in book publishing from any Institute approved by AICTE are the requisite qualifications. Candidates with three years of working experience in any printing press/publishing house, where the salaried post duties mainly involved proof reading, will be given a preference.
For the post of Staff car driver
Candidate should have matriculation or equivalent qualification and a valid Commercial LMV/HMV licence.
Application process
Candidate interested to apply for the positions should:
1. Log on to the website of Rajya Sabha www.rajyasabha.nic.in
2. Click on the hyperlink Apply Online
3. To register for the first time, choose the tab New Registration Form
4. If a candidate intends to apply for post(s) in more than one group, he/she has to registration anew for each application
5. Enter all the required details
6. Upload a recent scanned passport size colour photograph (in JPG/JPEG format and of digital size between 20 kb to 50 kb) and scanned signature (in JPG/JPEG format and of digital size between 10 kb to 30 kb)
7. Check and edit the form using Edit option
8. Candidate is required to fill up his/her personal details, categories and details of the post(s) applied for etc. and
9. Click the Submit Finally button
10. After final submission of application form, a page with the details filled in by the candidate and a Registration number will be generated.
11. Note down the Registration number and/or take a printout for future reference
12. Log in again using the Registration number, login password and date of birth
13. Upload fee payment details and fee challan (in JPG/JPEG format and of digital size between 30 kb to 100 kb).
14. Download and print application form for future reference
Application Fees
Candidates from the general category are required to pay Rs 100 for each application form along with Rs. 60 towards Bank charges is to be paid with the application. The payment of the fee is to be made through fee payment challan containing candidate’s registration number generated after the final submission of the online application. Candidate has to take printout of the challan and deposit the fee in cash at any branch of State Bank of India (SBI) after 96 hours of the final submission of the online application and upload the fee payment details and scanned picture of the fee challan endorsed by the Bank . The SC/ST/PWD, female and ex-serviceman candidates are exempted from payment of the fee.
Qualifier examination
The process of selection may involve several stages i.e. preliminary examination, written examination, skill test and interview. Preliminary Examination, meant to serve (except for the post of Staff car driver) as a screening test in selection of candidates for the next stage of recruitment process, will have a multiple-choice objective type question paper. There will be negative marking in the preliminary examination and 0.25 mark will be deducted for each wrong answer.
Minimum qualifying percentage of marks as prescribed for certain stages/papers of examinations for various posts is available on www.rajyasabha.nic.in. The detailed syllabus for various papers too, both for preliminary and main examination, is available at the official website.
