25 non-government organisations black listed in Orissa

Twenty five non-government organisations (NGOs) or voluntary organisations (VOs) were black listed in Orissa due to irregularities committed by them.

This includes 14 NGOs blacklisted by the Orissa government and 11 by the Union government. Of the NGOs blacklisted by the state government, two each operated in Bolangir, Mayurbhanj, Puri and Khurda districts and one each operated in Sundergarh, Nayagarh, Cuttack, Bhadrakh districts.

Similarly, the 11 NGOs blacklisted by the Union government include 5 in Dhenkanal district, 2 in Khurda district, 2 in Puri district and 1 each in Nayagarh and Jajpur district, planning and co-ordination minister A U Singhdeo told the state Assembly.

He said, the state government will initiate action against any NGO after receiving complains from people. The state government has framed guidelines to assess the performance of the voluntary agencies or NGOs implementing plans and programmes sanctioned out of the government funds and their viability.

While voluntary agencies and NGOs having good track record are being selected by the collectors/DRDAs/Panchayat Samities for execution of different programmes, they are required to disclose their source of funding either from the government or from abroad to the collector once in a year.

The collectors are expected to keep themselves informed about the activities of the NGOs or voluntary organisations operating in their areas.

Further, they are required to furnish special reports to government regarding misutilisation of funds and involvement of NGOs in litigation, politics and religious preaching if any for the information of the government, the minister added.
