For the first time in the country's town planning history, aerial photographs have been used extensively in developing BDA's revised draft Comprehensive Development Plan (CDP) for Bangalore Metropolitan Area (BMA) plan 2015.

Aerial photographs were used in integration of quick bird image to ground level base maps.

"By doing this, ground realities are known before adopting suitable ground level action plans, especially in developing maps and zoning areas," said V M Hegde, Karnataka director town planning.

For the city development and for decongesting it, Transfer of Development Rights (TDRs) are also being introduced. This is widely practiced in Mumbai and few other cities in the country.

TDRs is being used extensively in areas which facilitate an integrated system of transport that serves as a framework for new development as well as offer affordable choices for transport by developing a mass public transport systems (MPTS), promoting a commuting railway system (CRS) and promoting multi-articulated dedicated bus lanes along the main axes

Also premium floor area ration which enable purchase of TDR rights are also being introduced.
