The Administrative Reforms Commission (ARC) headed by senior Congress leader M Veerappa Moily today recommended a comprehensive anti-terror legislation, contrary to the stated stance of the UPA government.
The committee’s report on internal security was submitted to the government today. Significantly, the ARC also recommended the setting up of a federal agency to investigate terrorist acts.
Further recommendations also include the provison that “no person accused of an offence punishable under National Security Act should be released on bail.”
