Asian markets shine; Nikkei ends flat

 The Hang Seng has surged 210 points to 19,764. The Shanghai Composite index has rallied 50 points to 3223.

The Taiwan Weighted index has gained 60 points at 7848. The Jakarta and Straits Times indices have advanced seven points each to 1807 and 3209, respectively. The Seoul Composite index has added 11 points to 1451.
