In his speech at the BJP national executive being held in Delhi he said, "since the grievances of the military personnel are against the bureaucracy, I am therefore doubtful whether an easily acceptable solution will emerge from the secretary level committee set up by the prime minister."
He instead proposed that a committee of ministers go into the recommendation of the review committee before a final view is taken on the matter. "It is my personal opinion that if the government has recommended time bound promotions for the IAS upto the level of joint secretary then the same provision should be made for the security forces," he said.
"There should also be an arrangement for a "Second Assured Career" for all those officials and military personnel upto 60 years of age after they leave the security forces," he said.
