Foreign Secretary Shiv Shankar Menon today met Home Secretary VK Duggal and discussed Mumbai Police's claims that ISI was involved in planning the July 11 train blasts in the city, sources said.

While the home ministry said it was a courtesy call, sources said the two discussed how to put in place the anti-terror mechanism with Pakistan.

The 30-minute meeting is also seen as the beginning of the process of finalising India's stand at the foreign secretary-level talks with Pakistan.

Earlier, Mumbai Police Commissioner AN Roy and Anti-Terrorist Squad (ATS) chief KP Raghuvanshi provided Home Secretary VK Duggal evidence of the involvement of Pak-sponsored terrorists in the blasts.

As many as 11 Pakistani nationals were directly involved in the blasts, according to the Mumbai police.

Two of the Pakistanis involved are dead but the remaining are believed to have escaped to their country or hiding in India.

LeT's commander in Pakistan's Bahawalput district, Azam Cheema, is suspected to be the brain behind the conspiracy.

Mumbai Police had last week said that they had solved the blasts that killed nearly 200 people. It has blamed Pakistan's ISI for masterminding the explosions, which were they said were executed by Lashkar-e-Toiba and SIMI.
