Blasts supported by elements across the border, says PM

On a flying visit to blast-hit Mumbai on Friday, a visibly angry Prime Minister Manmohan Singh minced no words and said, "Unless Pakistan fulfils its promises on cross-border terrorism, it is difficult for any government to carry forward what is seen as the process of peace initiatives or normalisation of relations between the two countries."
 
He said, "Pakistan must deliver on its promise of not allowing its territory to be used for anti-India activities. There is evidence that indicates the involvement of terrorist outfits from across the border in Tuesday's bomb blasts. Without such support it would have been impossible to carry out such attacks with this precision and cause such extensive devastation."
 
Singh was addressing a press conference after his visit to the Sion and KEM hospitals to meet the blasts victims.
 
He was moved by the condition of the victims and assured them all possible help from the government, adding that the compensation announced by the railways would be disbursed without any delay.
 
Expressing the need for strengthening intelligence apparatus at both the state and national levels, the PM observed, "Though we had macro level information about a probable terrorist attack on Mumbai, we didn't have specific information on the designs of the modules of terrorists active in the city and the state."
 
He also said, "Emphasis will be given to improve the security infrastructure and modern surveillance equipment will be installed at high profile public places which are perceived to be terrorist targets."
 
Meanwhile, a top Mumbai police official said the laboratory tests performed on nearly a dozen samples collected from seven blast sites showed that the explosive used was not RDX.
