"The Centre is against the use of article 356," he told reporters here. States like Bihar and Jharkhand where President rule was imposed earlier, the issue was of "wrong constitution of the government", Jaiswal said.

He said the law and order situation in Rajasthan had deteriorated and the state government should work out an amicable formula with all stakeholders to end the agitation.

"We are there to apprise the state of the problem and extend all help possible. But controlling law and order is the responsibility of the state," he said. Asked about the report that the Rajasthan Governor had sent to the Centre, he said it was a routine matter.

Jaiswal appealed to the agitating Gujjars to give a befitting reply to the Vasundhara Raje government for playing "vote bank politics" and making "false promises".
