The Calcutta Leather Complex (CLC) has hit a hurdle with the relocating tanneries demanding management of crucial services like water supply and effluent treatment be handed over to them. |
Relocating tanneries have formed a company, Bantala Tanners Association (BTA), under section 25 of the Companies Act, to spearhead their demand to be allowed to manage crucial services essential to ensure leather quality. |

The government of West Bengal has said that it would evaluate the proposal of the tanners before deciding on the demand. |

In the meanwhile, tanners, both old and new, have been asked not to start operations before the issue was sorted out despite having obtained all permissions. |

"GoWB will plan which will clearly spell out who will provide what services and at what cost. GoWB has signed agreement with BOT partner M L Dalmiya & Co for creating the infrastructure and a similar arrangement should be reached with service providers," Dr Sabyasachi Sen, principal secretary, commerce and industries, GoWB, said. |

Dalmia & Co has reportedly agreed to the proposals put forward by tanners but would like the association to maintain road and other infrastructure too. |

Tanners, however, were reluctant to maintain non-crucial infrastructure. "The project has been delayed but the government does not want false starts. A solution is likely by end-August," Sen added. |

The government said the company formed by tanners would have to be truly representative and protect the interest of all. |

At present, two modules of Common Effluent Treatment Plant (CETP) have been built by GoWB. Two more would be ready by end-December. |

Dalmiya & Co was to build two more modules for new tanneries but it was yet to build any module. |

The government in response decided to allow new tanneries to use the modules meant for relocating tanneries. |

The problems at CLC had hurt new tanneries more as old ones were still carrying out work within the city despite the Supreme Court order which had directed them to close shop and relocate from existing locations in view of the pollution generated. |
