GSM operators have asked the government to take a final decision on 2G policies and review conditions for licence before inviting applications for 3G.
In a letter to Telecom Secretary P J Thomas, COAI, the GSM operators' association said "issues raised by Trai in its consultation Paper on Overall Spectrum Management and Review of Licence Terms would have an enormous bearing on the auction process and the revenues that would be raised by the government."
The Department of Telecom (DoT) will invite applications for 3G auctions on December 8.
COAI said it would be unfair of the government to expect bidders to go into the auction process blindly knowing that fundamental changes in the spectrum allocation and pricing policy and other policy and regulatory issues are on the anvil.
Trai is midway through its consultation process and it is expected to soon submit its recommendations to the DoT.
