D Swarup, additional secretary in the department of expenditure with additional charge of Budget, has been promoted as officer on special duty (OSD), with the rank and pay of secretary, in the department of expenditure. Swarup was also holding the post of additional secretary, Budget. He will replace Gupta, who is the current expenditure secretary.
With this reshuffle, Finance Minister Jaswant Singh has filled up all the secretary-level posts in the finance ministry. He has also ensured that there will be a continuity in the ministry as both Gupta and Swarup were in charge of the broad areas that they have now been formally assigned.
Gupta is an IAS officer of the 1967 batch from the Rajasthan cadre, while Swarup is an Indian Audit and Accounts Service officer. The reshuffle took place just after the finance ministry completed its expenditure budget meeting with various Central ministries. Gupta, as expenditure secretary, was chairing the meetings.
