Delhi depts set their own expense caps

 Be it the environment, transport, social welfare, food and civil supplies, cooperatives or the tourism department, there is a mismatch between the planned outlay and the actual expenditure during the Ninth Five-Year Plan (1997-2002). Moreover, the outlay for the 10th Five-Year Plan does not attempt to set things right.

 For instance, a scheme for liberation of scavengers, run by the social welfare department, had an outlay of Rs 19 crore. But the actual expenditure was Rs 71,000, only 0.37 per cent of the allotted amount. In the case of the health and family department
