The directorate-general of anti-dumping (DGAD) has recommended continuation of the anti-dumping duty imposed on imports of acrylonitrile butadine rubber (NBR) from South Korea and Germany for another five years. Companies exporting acrylonitrile butadine rubber to India include, Hyundai Petrochemical and Bayer AG.
The designated authority has recommended that a duty, in variable form, equal to the difference between a specified value and the landed value be imposed on all grades of NBR originating in, or exported from, the Republic of Korea and Germany on the basis of a sunset review.
The continuance is suggested as various economic indicators and injury paramaters, particularly price undercutting by dumped imports, imply that the cessation of anti-dumping will lead to continuance, or recurrence, of dumping and injury.

In case of Korea Kumho Petrochemical Company, the duty recommended is the difference between $1692.12 and the landed value of imports, while in case of Hyundai Petrochemical, the duty level is the difference between $1908.28 per metric tonne and the landed value. All other exporters from the country, the recommended duty is the difference between $1902.28 per metric tonne and the landed value of imports.
In case of German companies, including Bayer AG, the level of duty recommended is the difference between $2314.80 and the landed value of imports.
NBR is a synthetic rubber mainly used where oil resistance, abrasion resistance and heat resistance applications are involved. It is widely used in manufacturing rubber articles like oil seals, hoses, automotive products, gaskets, fabric printers and oil field products.
The government had initiated investigations into imports of NBR in 1995 on the basis of a petition filed by Gujarat.
