The Economic Survey 2007-08 has sent a reminder to the government that it is yet to enact a follow-up legislation envisaged in Article 21 pending which the 86th amendment making free and compulsory education for children between 6 and 14 years a fundamental right cannot be enforced.It adds further that policies and programmes are needed to honour the country''s commitment to the millennium development goal of education for all and its commitment under the common minmum programme for increasing the public expenditure on educaiton to 6% of GDP and for universalising elementary education at the national level.
