Noting that the human development index ranking of India globally remains the same as the previous year, the survey calls for greater emphasis on governance. "Better governance and improved service delivery are essential to ensure that leakages are plugged, and the funds under the welfare schemes reach the intended beneficiaries to the maximum extent," the survey said.
It cites National Rural Employment Guaratee Scheme as an example and says the government should plug loopholes learning from the experience of the previous two years of the scheme.
