The Federation of Andhra Pradesh Chamber of Commerce and Industry (Fapcci) has represented to the state government on several impediments in urban land regularisation under the GO MS No 455.

Land holders who have not entered into illegal arrangements, should actually be given incentive or at least they may be required to pay the lowest compensation (prescribed for the base period i.e., 1976 to year 1986) by treating as if they have sold the land prior to March 31, 1986. In fact there is a provision under the GO for according such incentive, the chamber said.

It also mentioned that under the GO there was a provision to grant exemptions to lands held by the third parties.

While there is no objection to allotment of excess lands to persons in occupation of lands by virtue of registered sale deeds, extending the similar benefit to occupants without valid title deeds should be re-examined, Fapcci said in a statement here.

It suggested that in cases other than registered documents, no allotments should be made for third parties, unless they take the consent of the original excess land holders.
