Fiscal deficit in control on Plan spend cut

The government has managed to keep the fiscal deficit close to the revised estimate figure of Rs 1,46,175 crore for 2005-06, overshooting it marginally by just Rs 173 crore.
 
According to the provisional accounts released by the Controller General of Accounts, the fiscal deficit target was achieved despite a lower revenue mop-up, by curtailing Plan expenditure which was 97.5 per cent of the revised estimate of Rs 1,40,138 crore.
 
The higher outgo under non-plan expenditure on account of interest payments was reflected in the revenue deficit which marginally exceeded its revised estimate by Rs 2,823 crore. The revenue deficit was 103 per cent of the revised estimate of Rs 91,821 crore.
 
The deficit position would have improved even more had it not been for the lower mop-up from tax and non-tax revenue. The tax revenue was 98.5 per cent of the revised estimate at Rs 2,69,992 crore.
 
This would have been lower had it not included Rs 2,111 crore realised in April 2006 which was included in the realisation of 2005-06.
 
Similarly, non-tax revenue mop-up was Rs 73,891 crore, 99.4 per cent of the revised estimate of Rs 74,335 crore.
 
Lower revenue receipts impacted the government's overall receipts which was Rs 3,57,560 crore, 98.6 per cent of the revised estimate of Rs 3,62,530 crore.
 
During the corresponding period last year, the government had managed a mop-up of 101.6 per cent of the revised estimate.
 
Despite squeezing Plan expenditure, the overall expenditure was Rs 5,03,908 crore which was over 99 per cent of the revised estimates of Rs 5,08,705 crore.
 
This was because the government was unable to substantially cut non-Plan expenditure which at Rs 3,63,770 crore was 99.7 per cent of the revised estimates.
 
As per the details of the borrowings to finance the deficit provided by the CGA external financing was equal to the revised estimate of Rs 7,514 crore.
 
However, market borrowing was higher than estimated at Rs 1,45,772 crore which was 134 per cent of the revised estimate of Rs 1,08,899 crore.
