Finance minister Jaswant Singh is finalising a comprehensive strategy for the financial sector, which includes pushing initial public offerings of banks to revive the primary market, empowering the Securities and Exchange Board of India to monitor the flow of funds and exhorting financial intermediaries to shift their bias from debt.
Officials told Business Standard the ministry
