Even as most of the telecom operators are open to the idea of providing free data, they have questioned the Telecom Regulatory Authority of India's (Trai's) proposal of a telecom network agnostic platform while some internet companies have expressed concern that it might violate the principle of net neutrality.

Operators say if free data can be offered by a non-telecom service provider (TSP), then there is no rationale for Trai to exclude the TSPs, in view of the fact that a TSP-agnostic platform could also indulge in the gatekeeping functions.

The regulator, which is exploring a 'toll free' number like facility for accessing online platforms, received comments from 11 telecom operators including internet service providers, 25 companies and organisations, 14 individual who addressed questions raised in the paper and hundreds of one line comments from individuals.

Internet-based companies like Hike Messenger, Times Internet and Medianama appreciated the move but with a caution that the final regulation should not violate the principle of net neutrality.

Submitting their comments on the Trai consultation paper to explore models for offering free data, operators said every stakeholder including TSPs should be provided with an equal opportunity to connect the unconnected.
