In an attempt to dispel the impression of ruling through Ordinances, the government is going easy on two important edicts pertaining to the cancellation of petrol pump allotments and the regulation of cable networks.
What appears to have deterred the government is the setback it received when President A P J Abdul Kalam returned the Ordinance on electoral reforms, seeking clarification.
