The central goverment has proposed the introduction of a 2% health cess to collect Rs 6,000 crore for funding insurance schemes for families living below the poverty line (BPL).G S Sandhu, joint secretary in the ministry of chemicals and petrochemicals, said the proposal has been included in the new drug policy for 2006-10.
