The idea is to build multi-storeyed buildings on vacant plots in existing GIDCs to house these companies. For that matter, the GIDC has The Gujarat has drawn up plans to start work on at least 10 to 15 projects that would house small scale industrial units in its existing estates. Typically, these plots would be 500 to 1,000 square meter in size, a government official informed. Such estates are likely to be in urban areas, where the GIDC estates are already crowded, as well as the land costs are high.
Chief minister Anandiben Patel had during the closing ceremony of Vibrant Gujarat event said that the state government would treat all investors alike, big or small, and work pro-actively to help them execute their proposed projects in Gujarat.

State finance minister Saurabh Patel has said, "If there is a suitable vacant plot in the fully developed estates of GIDC,such vacant plot shall not be auctioned but multi-storeyed buildings shall be constructed on such plots for micro/small industrial units to start industry there.Keeping in view the availability of the space in existing estates, separate space shall be allotted to small units." Gujarat has a total of 106 government-identified product clusters across the districts. Out of the total number of working enterprises, 56.13 per cent are located in the clusters, with an employment contribution of 48.92 per cent of the state's total MSME employment. The state government has also adopted initiatives for strengthening clusters through interventions such as technology upgradation, quality improvement, setting up of common facility centres, skill development facilities, active assistance for R&D institutions and industry associations.
However, recent data released by the Ministry for MSMEs has shown that nearly one-fifth of the MSMEs registered with the state government are sick units as on March 2014. There are 2.61 lakh registered MSME units in Gujarat, employing over 2.16 million people in the state.
