A senior Gujjar delegation member said there has been disagreement between the two sides on text of the draft accord which has not expressly stated that all criminal cases against Gujjars would stand withdrawn.
An official announcement was to be made by Chief Minister Vasundhara Raje at a press conference in the presence of Gujjar leader Kirori Singh Bainsla.
Bhavani Singh Rajawat, a government team member, said the announcement with regard to the accord could be made later in the evening.
Meanwhile Ramvir Singh Bidhuri, an NCP MLA from Delhi and senior delegation member, told reporters that the State Government is deviating from its last night's proposal. "This is not acceptable to the community," he said.
"The State Government assured us that all criminal cases against the Gujjars during agitation will be withdrawn. But the draft indicates that only a few soft cases will be withdrawn," said Bidhuri.

Both sides had agreed that five per cent quota will be provided to Gujjars, Banjaras and Garadia Lohars under denotified tribal category, he added.
But today's draft carried some other communities belonging to poor among upper caste, he said adding "this is also not acceptable."
Gujjars were assured yesterday that the State Government will write to the Centre recommending scheduled tribes status for the community. But the draft of final agreement says that the State Government will only forward a copy of the letter sent in 1999, said Bidhuri.
