The policy comprehensively addresses the requirements of setting up communication infrastructure in the state and envisages grant of clearances according to a uniform set of guidelines.
It defines entities, which will be eligible to apply for permission from state authorities such as urban local bodies, development and panchayat department, PW (BandR), PW (irrigation) and forest department, among others. The approvals for creation of communication infrastructure will be valid for a period of 20 years or for the time frame sought by the applicant concerned, the policy states.
Keeping in view the space constraints in certain areas, the first-mover advantage principle will operate, allowing subsequent entrants to share the infrastructure already put in place by the first party, an official release said. Further, the policy encourages state development agencies to pre-define alignment routes for laying of cables. Location parameters and technical standards, along with radiation emission norms, have been prescribed in the policy, the release added.
