The state Cabinet has approved the Haryana Right of Children to Free and Compulsory Education Rules, 2011, which would benefit about 2.2 million children in the state. These rules have been prepared in pursuance of provisions of Right of Children to Free and Compulsory Education Act, 2009.
A state advisory council under the minister in-charge would be formed to ensure proper implementation of provisions of the rules. There will be a primary school within a radius of one km and a middle school within three kms from a ward in case of urban area and Gram Panchayat in case of rural areas. The children in the age group of 6-14 not going school will be identified, and after a special training they will be brought on a par with other students. Continuous and comprehensive evaluation methodology will be adopted under Right to Education (RTE).
The state council of educational research and training, Haryana, has been designated as state academic authority for curriculum formulation and developing in-service training designs for teachers. The infrastructure in government schools would be further strengthened by the implementation of these rules, which include barrier free access, kitchen-cum-store room for mid-day meal, a library and boundary walls.
Provisions of RTE will also be applicable to private and government-aided schools. Private schools running in the state will have to seek recognition under the provision of the RTE Rules, 2011.
