Hc Dismisses Appeal Against Ls Appointment

The Delhi High Court yesterday dismissed an appeal filed against an earlier order upholding the appointment of secretary-general of the Lok Sabha.

A division bench comprising Justice Mahinder Narain and Justice S K Mahajan dismissed the appeal after being told by the counsel for the respondent, Neeraj Krishna

Kaul, that the Supreme Court has already gone into the issue in question.

The appellant was questioning the manner of recruitment of the secretary general, S Gopalan, who was first appointed on ad-hoc basis in July 1996 and was later directly recruited to the post on October 19, 1996.

Kaul told the court that another petition in the Supreme Court also raised the same question regarding the speakers power to recruit the secretary general directly and the Supreme Court had ruled that the speaker had the power to do so.

When the counsel for the respondent, Anil Kumar, told the court that the apex court had not gone specifically into the appointment of Gopalan, the court asked him to raise the matter before the Supreme Court.
