House unlikely to be adjourned before May 5

Finance Bill considered more importance than Karnataka Polls

Although the government is trying to finish the process by April 30 and adjourn the two Houses on that day, realists in the government say it is unlikely the House will be adjourned before May 5 as the Rajya Sabha has to discuss and send back the Bill to the lower House.

Among other leaders, the newly appointed Parliamentary Affairs Minister Vayalar Ravi is especially keen on adjourning the House. Ravi has been given additional charges for the Karnataka assembly elections by Congress chief Sonia Gandhi. He is eager to reach the poll-bound state as soon as possible but his Parliamentary duties will not permit him to spend much time in Karnataka.

According to the government calender, the discussion on the Finance Bill and its passing is slated on April 28 and 29 in Lok Sabha. According to the rules, the Bill will go to the President for her approval and then come back to Rajya Sabha for formal discussion before it finally comes back to the Lower House of the Parliament.

Government managers are not sure if this long process can be completed by April 30. If not, the government has to wait till 5 May as there is a long stretch of holidays from May 1 to 4.
