During his opening statement to the International Atomic Energy Agency board, ElBaradei made a "tough statement calling for Iran to provide full disclosure" about its nuclear programme, said a western diplomat who attended the meeting.
The director general "said it was regrettable that there was no progress" from Tehran on the issue, the diplomat told AFP on condition of anonymity.
