Noting that no such provision exists in the rule books of the house, Bajaj said it seemed that it could "perhaps be done by amending Rule 259 on Maintenance of Order. If this is the case, would the committee on rules be the appropriate body to pursue the matter? I seek your counsel," he said.

Bajaj referred to the proceedings in Rajya Sabha being "frequently disrupted by groups of members agitated over some issue or the other.
While the issue may be genuine, this does curtail the time available for conduct of business of the House and wastes public money in terms of costs of running the house."
