India has asked for a merger of the two annexures listing out the unresolved implementation issues released by the World Trade Organisation. Speaking at the informal meeting of trade ministers from 20 countries in Singapore, commerce and industry minister Murasoli Maran said that the items not listed for decision needed to be examined individually, so that a view could be taken before the Doha meeting.

The minister called for an examination of the proposed mechanism with a view to improve the language, so that the decisions were of value to developing countries, an official release said.

The general council of WTO had circulated a text on implementation which divided the issues into annexure I and II. The first annexure contained issues which were to be resolved before the Doha ministerial commences on November 9.

Maran said that India was willing to engage constructively if a viable fast-track mechanism was evolved for time-bound resolution of the remaining implementation issues.

The minister also found faults in the language and structure of the draft. He said that the draft declaration talked of placing the interests and needs of developing and least-developed countries at the heart of the WTO
