India and Singapore will be the only two of the 86 signatory countries that will be able to comply with the International Maritime Organisation's (IMO) International Ship and Port Facilities Security ( ISPS) code by its July 1, 2004 deadline. Other signatories of IMO comprise major maritime nations like China, Germany, Sri Lanka and UAE. |
"There are indications that the only these two countries will be able to fully comply with the code. India had drawn up a strict schedule whereby the necessary procedures were expected to be completed on time," an official said. |

The operation of making 215 ships, 12 major ports and 36 minor ports compliant cost around Rs 20 crore, the official said. He said 90 per cent of compliance had taken place and rest of the procedures would be completed over the next 2 weeks. |

He added only seven ships needed to be certified for compliance before the deadline. |

International Maritime Organisation (IMO), after the September 11, 2001 attack on the World Trade Center in New York, adopted the code for protection against terrorism and India being a signatory to IMO would be bound by its provisions. IMO in turn had adopted this code through a resolution in December 2002. |

According to it, it is mandatory for the signatory countries of the IMO to assess security requirements for ship and port facilities and draw out risk mitigation plans which would have to be approved by the respective governments. |

According to the International Association of Classification Society's guidelines the ships and ports after practising the approved plans would have to undergo verification audits |

ISPS code would apply to passenger ships including high speed passenger craft and cargo ships of more than 500 gross tonnage engaged on international voyage. |

The ports receiving such vessels as well as mobile offshore drilling units would also come under the ambit. Directorate General of shipping was assisted by the Indian Register of Shipping--designated as the Recognised Security Organisation-- in implementation of the code provisions. |
