Uttar Pradesh Chief Minister Mayawati, who also holds the finance portfolio, today presented a tax-free, surplus Budget for the 2007-08 fiscal, aimed at developing rural infrastructure and improving amenities in urban areas. |
With this, UP has become the first state in the country to have a budget size above Rs one lakh crore. This year's budget size is 22 per cent more than last year's. |

In 2007-08, the total expenditure is estimated at 1,00,911.41 crore. The total revenue receipts are estimated at Rs 99,709.26 crore. Though with a deficit of Rs 1,202.12 crore, there is a surplus of Rs 620.96 crore after adjusting the available public account of Rs 1,823.08 crore. |

Revenue expenditure of Rs 67,872 crore and capital expenditure of Rs 33.040 crore is estimated in the Budget. The total revenue receipts of Rs 99,709 crore include Rs 74,017 crore of revenue receipts and Rs 25,692 crore of capital receipts. |

In percentage terms, the estimated fiscal deficit against the gross domestic product of the state is 3.6 per cent. It was 4.1 per cent in 2006-07. The total fiscal deficit in 2007-08 is estimated to be Rs 12,485 crore. |

The chief minister also tabled a vote on account for August and September as the previous Mulayam Singh Yadav government had sought vote on account only till July 31, 2007. She said the government was seeking a vote on account for two months as it may not be possible to get the Budget passed in July. |

Chief Minister Mayawati said as many as 512 new development schemes are proposed to be taken up during the fiscal and a provision of Rs 8,900 crore has been made for them. |

The outlay for the infrastructure sector has been hiked 37 per cent to Rs 18,430 crore. In comparison to the last fiscal, the outlay for education has been increased by 12 per cent to Rs 12,593 crore. The outlay for the power sector has been doubled to Rs 9,200 crore from Rs 4,530 crore in the last fiscal. |

The chief minister said Kanshiram ji Nagar Vikas Yojna would be launched to improve urban infrastructure. "A provision of Rs 200 crore has been made for the purpose...interest-free loans would be provided to municipal bodies to develop infrastructure," she said. |
